Why dB and dBm are not interchangeable

dBm is an absolute power level referenced to 1 milliwatt. dB is a ratio describing loss or gain between two levels. Therefore, 3 dB cannot be converted into one unique dBm value: 3 dB of loss must be applied to a known starting power, such as 0 dBm becoming −3 dBm.
